iGaming Reshapes Filipino Families, Sparks Reform

Unlike the offshore gaming hubs that served players abroad, online gaming reaches Filipino households directly, through phones and e-wallets. That is why lawmakers in 2025 called for public education on gaming harm and for stricter rules, with fines, suspensions or licence revocation for operators that break them.

Why the debate shifted

POGOs served customers outside the Philippines, and PAGCOR revoked all remaining offshore gaming licences in December 2024. Domestic online gaming is different: its customers are Filipino workers, parents and young adults, and losses land on household budgets.

What is proposed

  • A public education campaign on gaming addiction.
  • Tighter rules on payments and identity checks; see the 2025 rule changes.
  • Penalties for non-compliant operators, from fines to suspension or loss of licence.

Where to find help

If gaming is hurting you or someone in your family, use the limits and self-exclusion in the casino account and talk to someone. Our addiction help page lists free support, and responsible gaming explains the tools.

Online casinos are legal in the Philippines only under a PAGCOR licence, and players must be 21 or older.

Questions

iGaming and families: questions

Where can I get help for a family member?

Start with our addiction help page. Gambling Therapy offers free online support.

Can I block betting sites at home?

Yes. Blocking apps and device controls help, and casinos offer self-exclusion for the account holder.

Who regulates online casinos in the Philippines?

PAGCOR, the Philippine Amusement and Gaming Corporation, under its charter (P.D. No. 1869, as amended by R.A. No. 9487). Players must be 21 or older.

Are offshore casinos covered by PAGCOR?

No. PAGCOR only supervises the operators it licenses. The casinos we list are licensed offshore, so a complaint about them goes to their own regulator.

Responsible gaming

Play only if you are 21+ and it stays fun

These rules apply on every page of this site. A young casino has less history to judge it by, so the limits matter more.

21+ only

Adults only, everywhere

You must be 21 or older, and older in some countries. A casino can ask for ID before your first withdrawal, and new casinos often do.

New brands

Start small with an unknown casino

Deposit an amount you would accept losing to a failed withdrawal, and request a small cash-out early to see how the casino handles it.

Bonus wagering keeps you playing longer. Set a deposit limit and a time limit in the account before you claim.
