Online casinos in Canada: provincial rules apply
Only provincially licensed or provincially run sites are authorised. Offshore casinos sit outside that system, and while players are rarely prosecuted, you have no Canadian regulator to turn to in a dispute.

How Canada's online casino rules work
Canada leaves online casino licensing to its provinces. The federal Criminal Code makes gaming an offence unless a province conducts it or licenses it. Each province therefore chooses between a state-run site, a licensed private market or both. A casino that holds no provincial authorisation operates outside that system.
Canada's licensing model is a state monopoly run province by province.
Canada's governing law is the Criminal Code, cited as R.S.C., 1985, c. C-46.
For a reader, the practical result is simple. Canada has no national licence that a casino can hold, so a Canadian licence claim always names a province. Ask which province issued it, and then check that provincial register.
Recent changes in Ontario, Alberta, British Columbia and Quebec
Ontario opened its online market to private operators registered with the AGCO on 4 April 2022. Ontario is the reference point for private licensing in Canada, and most new licensed brands launch there first.
Alberta's regulated online gambling market opened on 13 July 2026 under the AGLC. Operators without AGLC registration had until 13 October 2026 to launch in Alberta or exit the market. Alberta residents should expect fewer unregistered brands to serve them after that date.
British Columbia launched the Independent Gambling Control Office on 13 April 2026, replacing the Gaming Policy and Enforcement Branch. The change moves oversight to a new body, so older references to the previous branch are out of date.
Quebec's Loto-Québec launched its online gaming site Espacejeux.com on 1 December 2010. Quebec has therefore run a provincial site for far longer than Ontario has run a private market.
Minimum age for online gambling in Canada
Canada does not set one national age for online gambling. Ontario sets the minimum age at 19. British Columbia sets it at 19. Saskatchewan sets it at 19. Alberta, Manitoba and Quebec set it at 18.
Your age limit follows the province where you play, not the casino's home country. A casino that accepts 18-year-olds in one province must still refuse an 18-year-old in Ontario if it serves that market.
Penalties, winnings and support in Canada
The Criminal Code punishes operating an unauthorised lottery scheme with up to 24 months in prison. The Criminal Code also lists taking part in an unauthorised lottery scheme as a summary conviction offence. The operator carries the heavier penalty, which is why offshore sites rarely advertise inside regulated provinces.
Canada does not tax lottery winnings for individuals, apart from limited cases such as prizes that count as business income. That rule covers lottery prizes and should not be read as a statement about every casino payout.
